Upper Westside Specific Plan

​Project Summary​

The Upper Westside Specific Plan (Upper Westside) application was accepted and initiated by the Board of Supervisors on February 26, 2019.

The application will require the approval of General Plan amendments to move the Urban Services Boundary (USB) and Urban Policy Area (UPA) and to am​​end the Land Use Diagram, and adoption of the Specific Plan. Other entitlements may be identified as the master-planning process progresses.

Upper Westside's initial boundaries encompass approximately 2,000 acres located north of Interstate 80 between the City of Sacramento and the Sacramento River in the Natomas community. This area was formerly referred to as the “Boot Precinct" in the Natomas Joint Vision.

The land use plan submitted for initiation included approximately 9,000 residential units and 3,000,000 square feet of commercial, with acreage s​​et aside for schools, parks, urban farms/greenbelts, flood control, and open space.

Project Stat​us

Following the outreach meetings, the applicant worked with County staff and the Technical Advisory Committee to make revisions to the land use plan and submitted a formal application to the County. The Board of Supervisors initiated environmental review on September 22, 2020. The next step in the master-planning process is the preparation of technical​ studies and the drafting of an Environmental Impact Report (EIR).​

Airport Comments

Additionally, the master-planning process will include an analysis of the project's impacts on adopted land use plans, including the Sacramento International Airport Land Use Compatibility Plan (ALUCP)​, which identifies zones for safety, noise contours, and height restrictions, along with associated compatible land uses.
