Elverta Specific Plan

​On June 3, 1998, the Board of Supervisors adopted the Rio Linda and Elverta Community Plan. That Community Plan identified an urban development area in eastern Elverta. Community Plan Policy LU-6 required that a Specific Plan be prepared for this area prior to the approval of any rezones or tentative maps within the area. The area includes approximately 1,190 acres of "urban" designated land and approximately 630 acres of "agricultural-residential" designated land. The policy also limits the residential holding capacity within the "urban" land to 4,500 dwelling units.

Pursuant to County ordinance, the Elverta Specific Plan owners' group requested that the Board of Supervisors consider initiation of a Specific Plan for this area. On September 9, 1998, the Board of Supervisors adopted Resolution No. 98-1068 initiating the Elverta Specific Plan.  On August 8, 2007, the Board of Supervisors adopted the Elverta Specific Plan.

On April 8, 2014, the Board of Supervisors approved a revision to the Drainage Master Plan (DMP) for the Elverta Specific Plan that redesigned and widened the drainage corridors within the plan area, resulting in the need for a minor amendment to the land use plan.  In July 2014, PER approved a minor amendment to the land use plan. The amended land use plan retained the original holding capacity of the plan and land uses, although locations of some land uses were moved to accommodate the larger, wider drainage corridors.  The general goals, concepts, and impacts of the plan remain consistent with the original version of the land use plan. 

Project Boundaries, Size and Location

  • North boundary - the County line
  • East boundary - Gibson Ranch County Park & the "Cherry Creek" sub-division (e.g., properties along Rivergreen Drive, Green Springs Court, Rifle Ridge Drive, Derringer Court, Cherry Brook Drive, Claimstake Court and Colonnade Way)
  • South boundary - property lines approximately 900 feet north of U Street to 16th Street where the southern boundary becomes U Street and then goes north around the "Mildale" subdivision (e.g. properties along Old Mill Way and Milldale Circle)
  • West boundary - property lines approximately 600 feet east of 9th Street, than along Elverta Road to property lines approximately 1,350 feet west of Palladay Road.
